Framerate is how many images (frames) per second will be recorded. The standard for cinema is 24 fps, for European TV 25 fps and for US and some other countrys is 30 fps. Nowaday most content will be played at computer monitors and smartphones which displays video with 30 or 60 fps. Also most European TV sets have a native clock speed at 60hz.
